The establishment of the Confluence University of Science and Technology (CUSTECH), Osara, will forever be remembered as one of the most consequential achievements of his administration and a turning point in the educational advancement of the State.

This remarkable institution, now a vibrant, fast-growing university with a clear mandate in science, technology, engineering, environmental sciences, and health disciplines, did not emerge by accident. It is the product of deliberate vision, historical awareness, strategic policymaking, and an extraordinary determination to secure the future of Kogi State.

A Historical Need, A Visionary Response

For decades, the area known today as Kogi State (formerly Kabba Province) was renowned for its quest for education. Yet, as Nigeria’s population increased and competition for university admission intensified, the opportunities available to many qualified Kogi indigenes began to diminish significantly. With this increasing general demand for university education, Kogi State’s placement opportunities within the catchment area of major northern institutions was shrinking as it was not considered educationally disadvantaged, and as such its candidates became increasingly marginalised.

The State’s first university, established in 1999, was envisioned as a multi-campus institution but struggled to meet the rising demand for modern, technology-driven disciplines. As educational reforms improved basic and secondary school enrolment, the pressure on tertiary institutions surged, with tens of thousands of Kogi applicants competing for limited spaces across all existing universities in the State.

It was clear that a new and specialised university was not just desirable, it was essential.

Governor Yahaya Bello's Defining Intervention

Where others saw obstacles, Governor Yahaya Bello saw opportunity. Where others hesitated, he took decisive action. Where others debated, he built.

Recognising the urgency of the crisis and the strategic importance of scientific and technological education in a rapidly evolving global landscape, Governor Bello conceived the idea of a second State university dedicated to the future, an institution that would expand access for thousands of qualified secondary school leavers, fill critical manpower gaps in engineering, technology, and health sciences, strengthen research and innovation capacity, position Kogi State as a leader in science and technology education.

The result of that bold decision was the Confluence University of Science and Technology (CUSTECH), Osara.

The speed and decisiveness with which Governor Bello translated this vision into reality remain exemplary.

  • On 20 August 2020, the Kogi State House of Assembly passed the bill establishing CUSTECH.
  • On 21 August 2020, the very next day, Governor Bello assented, demonstrating his characteristic courage, clarity of purpose, and commitment to transformational governance.
  • By November 2020, the National Universities Commission (NUC) granted full recognition required for the running of the university, and on 17 December 2020, the pioneer management team was inaugurated, setting the institution on its historic path.

This swift sequence of events is widely regarded as one of the most efficient university establishment processes in Nigerian history.

Beyond policy and legal frameworks, Governor Yahaya Bello transformed a vast expanse of land in Osara into one of the most rapidly developing university campuses in Nigeria. Early TETFund Enlistment: A Major Breakthrough
Through strategic engagement, Governor Bello secured TETFund enlistment much earlier than expected, unlocking Special Intervention Projects: Faculty of Science complex, Faculty of Environmental Sciences complex, and Faculty of Management and Social Sciences complex — among the largest academic structures on campus.

The sheer size and quality of these facilities created an academic environment with capacities far beyond the immediate needs of a young university. This intentional “ahead-of-demand” development is unprecedented in the Nigerian University System and stands as one of the most transformative infrastructural legacies in the history of State-owned universities in Nigeria.

If Governor Yahaya Bello laid the grand foundation, His Excellency Alhaji Ahmed Usman Ododo has become the leader who nurtures, strengthens, and expands that legacy with purpose, sensitivity, and clear developmental insight.

Since assuming office, Governor Ododo has demonstrated unwavering commitment to the continued growth of CUSTECH, ensuring that every foundational investment blossoms into a powerful engine of academic excellence.

1. Student Welfare: Building a Conducive Environment for Learning
His administration has constructed several new modern student hostels, initiated additional hostel projects to meet rising demand, and ensured accommodation challenges do not hinder academic success.

2. Health and Wellbeing: Completion of a New University Health Centre
A spacious, fully equipped University Health Centre (near operational readiness) ensures prompt medical attention for students and staff.

3. Security and Safety: Comprehensive Protection of the Campus
Additional perimeter fencing, high-grade surveillance camera systems, and a reputable external security agency now provide 24-hour protection — making CUSTECH one of the most secure campuses in North-Central Nigeria.

4. Strategic Partnerships and External Collaborations
World Bank L-PRES Project (Livestock Productivity and Resilience Support) located within campus vicinity, delivering modern livestock facilities, veterinary clinic, and agricultural research boost.
Barefoot College, Nigeria — one of six national centres sited at CUSTECH, focusing on renewable energy, hands-on technology training, and rural women empowerment in solar engineering.

5. Consolidation and Expansion of Existing Infrastructure
Governor Ododo consistently provides funding, maintenance, programme development, and infrastructure enhancement to ensure all inherited structures remain modern, functional, and capable of driving high-level academic development.
